The National Art Gallery was established under the direction of the Arts Council of Ceylon to function as an art exhibition hall and to hold a permanent collection of Sri Lankan art. With the Arts Council being placed under Department of Cultural Affairs, at present it remains within their administration carried out through the Arts Council.

The National Gallery provides two exhibition halls for visual art exhibitions. The exhibition halls are considerably large spaces and have become a popular venue for national level exhibitions. Renting charges are very nominal and are given to the public for exhibitions.
